Purpose

Displays a pop-up mesage containing announcements, primarily for users who have their preferences set for the Monobook skin, and for some mobile devices like Blackberrys.

Be sure to change the ID number at MediaWiki:Sitenotice id and the one on MediaWiki:Community-corner page so that the pop-up notification will be triggered.
