Purpose
Displays a pop-up mesage containing announcements, primarily for users who have their preferences set for the Monobook skin, and for some mobile devices like Blackberrys.
Kim Ly is a very hot-headed character, mostly shown yelling at Tito and friends for just about anything. Despite this, she is not an antagonist, as her temper is shown to just be who she is instead of directly aimed at Tito specifically. She does not appear often in the show or movie, instead serving as background comic relief.

Kim Ly is a female Vietnamese name that means "Golden Lion".
She takes on the role of a manicurist, possibly to reference the stereotype of most beauty parlors being run by Asian women.
