Vachir is the proud mastermind behind the seemingly inescapable Chor-Gom prison, which was built to house only one prisoner, the notorious Tai Lung. Vachir commands more than a hundred other men (rhinos to be exact). He was visited by Zeng, who informed him of Oogway's vision.
